Skilled Work Regional Visa (subclass 491)

The Skilled Work Regional (subclass 491) is a five-year provisional visa for skilled workers nominated by a state or territory government, or sponsored by an eligible family member living in a regional area. It is the entry point to one of the clearest permanent residence pathways in the skilled migration program: hold the 491, live and work in a regional area for three years, then apply for the Permanent Residence (Skilled Regional) visa (subclass 191).
The 491 adds fifteen points to your EOI score, the largest single points boost available in General Skilled Migration. For applicants whose scores put them out of reach of the 189 or 190, the 491 frequently opens the door.
Important: "regional" for the 491 means all of Australia except Sydney, Melbourne, and Brisbane. The Gold Coast, Sunshine Coast, Perth, Adelaide, and Canberra are all regional for 491 purposes.
WHO THE 491 IS RIGHT FOR
The 491 suits applicants who want permanent residence in Australia but cannot reach the points cutoff for the 189 or 190. With fifteen extra points, a total score of 75 can become 90 on the 491 pathway.
It also suits applicants who are genuinely open to living outside a capital city. Regional Australia has real skills shortages in engineering, healthcare, education, and trades.

PATHWAY TO PERMANENT RESIDENCE
After three years holding the 491, you can apply for the Permanent Residence (Skilled Regional) visa (subclass 191). Requirements: three ATO Notices of Assessment showing income earned on the provisional visa, continued regional living compliance, and health and character.
The 491-to-191 pathway is designed to reward genuine regional settlement. If you are planning a move to regional Australia anyway, this is one of the most cost-effective routes to permanent residence in the current program.

How long before I can apply for PR?

Can a family member sponsor me for the 491?
Yes. An eligible relative (parent, child, sibling, aunt, uncle, niece, nephew, or grandparent) who is an Australian citizen, permanent resident, or eligible NZ citizen and lives in a designated regional area can sponsor you.
What happens if I move out of the regional area?
Moving to Sydney, Melbourne, or Brisbane while holding a 491 breaches visa condition 8579 and risks cancellation. The condition is monitored.
How does the 491 compare to the 494 visa?
The 491 is points-tested via state nomination or family sponsorship, not employer-sponsored. The 494 is employer-sponsored. Both have the 191 PR pathway after three years.
